“Text to music” covers two very different products. Some tools write a whole song with vocals from one sentence. Others produce instrumental background music for a video. Most rankings mix both, which is one reason why they disagree.
For this list we took six published rankings and checked which tools each of them puts in its top ten. The more rankings name a tool, the higher it stands here. When two tools are named equally often, the one with the better average place comes first.
One caveat belongs at the start: four of the six rankings come from companies that sell a music tool themselves. We count their lists, but never their own product. We found no blind comparison for music that we could count, and we have not tested these tools ourselves.

What the count shows
Suno and Udio are on all six lists, almost always in the first three places. No other tool is on more than three.
Behind the two leaders the field splits by task. Songs with vocals: Eleven Music, Mureka, Boomy. Instrumental music for videos, streams and games: Soundraw, AIVA, Mubert, Beatoven.ai, Loudly.
Before you publish or sell a track, read the usage rights of your plan. Almost every source raises this point, and the terms differ from tool to tool.
